Minutes of the Ordinary Meeting of Penshurst Parish Council held on Monday 4 October 2010 at 7.30 pm in Penshurst Village Hall
1. PRESENT: Cllr R Sellings (Chairman), Mrs D Broad, S Frederick, D Geal, M Gilbert, Mrs A Hill, R Horsford

2. MINUTES OF MEETING HELD ON 6 September having been circulated, were approved and signed by the Chairman.

3. MATTERS ARISING:
a. Fordcombe Hospital Bus Stop: Speldhurst Clerk meeting with highways week commencing 26 September, possibility of bus company entering the hospital grounds to allow passengers to alight suggested.
b. Saltbins: Clerk had been advised that 60 units had been allocated to parishes but Penshurst had not been successful in its bid. Clerk to arrange for salt/grit bins to be purchased, one site at village hall Fordcombe, another site to be sought in Penshurst. KCCllr Lake advised that Leigh had been allocated six bins, clerk to check why Leigh had so many and Penshurst had none.
a. Swaylands: Cllr Sellings advised that there were still a small number of units available for sale in the main house and the block, sale of the Lodge House had fallen through.
b. Kent County Councillor: Cllr Lake provided information on the Environment Agency offer to visit to discuss the forthcoming consultation regarding the potential rise in the flood barrier. Clerk to arrange for office to attend PC meeting. SE Water were pipe laying between Colliersland Bridge and Brooklands in Fordcombe with a proposal for the road to be closed for eight weeks, members requested clerk to register the request that overnight/traffic light working be undertaken in view of the length of diversion necessary especially in view of the latest traffic census undertaken by Cllr Sellings indicating 611 cars during a one hour fifteen minutes period. Cllr Lake reiterated that fact that funding for KCC would probably be reduced by up to £340m over the next four years.
c. Sevenoaks District Councillor: No report
d. KALC: Cllr Mrs Hill advised meetings were scheduled for November which she hoped to attend.
e. Alms Houses: Cllr Mrs Hill confirmed a meeting was to be arranged to discuss the roofing, overflowing gutters and damp problems.
f. Proposed Affordable Housing Project: The Chairman advised that the PC meeting was being adjourned in order to allow Lesley Bowles (SDC) and Janet Ransom (WKHA) to answer questions submitted by members of KPG. Session chaired by SDCllr Cooke.
OPEN SESSION The PC meeting was re-convened at 9pm. No issues raised during the open session.
As a consequence of derogatory comments made during the adjournment by a member of the public in relation to the integrity of the members of the parish council, Cllrs Geal and Gilbert left the meeting.
Verge/Swathe Mowing Funding: Information provided for Cllr Gilbert to comment, invitation to attend inspection tour after next work carried out. Freedom of information application submitted by clerk for details of costs of contract.
Long Bridge: Cllr Sellings advised traffic check undertaken 24 September between 7.45 – 9.00 am registered 611 traffic movements at Long Bridge.
Road Surface – Fordcombe: Reported to Sue Ireland, no further information available.
Interactive Road Signs: Possibility of funding for permanent sign in Penshurst, if approved alternative site to be sought for installation. Request submitted to Sue Ireland for information on pursuing project, advice received that Cllr Lake would need to submit a Form MHG1.0 to obtain funds from the Members‘ Highway Fund.
Penshurst Churchyard: Clerk advised Goodland Engineering were willing to quote for the ramp but as minimum order quantity was involved she would be taking advantage of work also required by Bidborough Parish Council to a road sign in an attempt to reduce the cost for both parishes. This was approved.
Colliers Land Bridge: Cllr Horsford confirmed the work to clear vegetation and improve visibility had been carried out by his representatives. Notification had been received of the closure of the bridge for a period of eight weeks to facilitate the installation of pipework, clerk to contact highways and request that overnight working be carried out and/or traffic lights used during the day due to the excessive detour required on the route. Recent traffic checks indicated over 600 vehicles an hour using the route at peak times, plus it was a bus route.
Potholes: Cllr Horsford confirmed most of the potholes had been filled although there was still a number requiring attention.
Drainage: Drain cover surrounds indicated as having been repaired, work not carried out therefore reported again under reference 14961. Website indicates enquiry resolved, no further information received from liaison officer.
Footpath Signs: Repairs to sign adjacent to Daneby Hall, The Lane anticipated during September work schedule. Nicky Biddle advised footpath sign in Grove Road on left hand above PORC/West Lodge knocked down.
Doubleton Lane: Cats eyes appeared to be proud of the road after recent installation when resurfacing had finished. Reported under Ref: 12594. Subsequent email received from Senior Highway Engineer, Colin Shorter apologising for not dealing with issue earlier, he advised the cats eyes appeared to have been installed correctly but on driving around several local roads he suggests the problem is that the area has a lot of cats eyes that are either worn down by many years of traffic, or have not been re-set following surface dressing or similar, either of which effectively makes them sit lower in the road, making them seem quieter.
Ditching Work: Request received from highways regarding ownership of land, information forwarded. Advice received highways would check responsibility for drain clearance to have work carried out.
White Lining: Refreshing of white lining had been reported for Colliersland Bridge (10004831) and Rogues Hill (10004832)
SE/10/02134: Swaylands, Penshurst Road, Penshurst: Replacement of existing asphalt/felt roof coverings to existing flat roof areas with Rhepanol single ply membrane. The PC have concerns that damage could be caused by pedestrian access and would therefore request that hand railing be installed, or decking extended, to prevent such possibility. The PC would also ask that the original enabling project permitted on this building should be taken into consideration when applications such as these are made.
SE/10/02205: Barnfold, Saints Hill, Penshurst: Erection of two storey side extension with garden room. Erection of detached 3 bay garage and log store and two bay garage and log store to be accessed by secondary access and driveway. No Comment.
SE/10/02291: 4 St. Peter’s Row, Fordcombe: Convert flat roof on garage to a pitched roof at 45
degrees. No Comment.
SE/10/02239: Lakesview, Penshurst Road, Penshurst: Amendment to planning permission and LBC SE/03/00846/849: Demolition of existing/construction replacement house – involving replacement dwelling of same floor area but different design in revised location. The PC have no objections to the application but would appreciate seeing an example panel of the brickwork to gauge the final look.
SE/10/02322: Mitre Oast, Fordcombe Road, Fordcombe: Changes to fenestration with the installation of replacement bespoke windows and doorways to include bespoke glass panels to replace garage door. Retrospective. The PC have no objections to the application but question the colour of the units.
SE/10/02209: Coldharbour Farm, Coldharbour Road, Penshurst: Construction of below ground swimming pool with surrounding paving; installation of small boiler and pump filtration within existing outbuilding (no modifications required). No Comment
SE/10/02163: The Small Barn, Nunnery Lane, Penshurst: Demolition of substantial existing single storey side addition to existing dwelling, replacing with two storey extension of reduced footprint. Erection of front extension to accommodate proposed stairwell. Removal of existing front porch. No Comment
SE/10/02200/02201: Bridge House, Rogues Hill, Penshurst: Removal of existing single storey rear extension and construction of new single storey extension with two storey side roundel extension. The PC appreciates the problems with possible flooding and the requirement to act to minimise the impact of this on the property. The PC are not opposed to the extension but would not agree that the design as submitted would be in keeping with the surrounding area. For information, hops have not historically been grown in the adjacent field although they were grown three fields distant some time ago.
SE/10/01439: 10 & 11 Swaylands, Penshurst Road, Penshurst: Proposed alterations to internal layout, including removal of door, frame and nibs and formation of new opening in existing party wall to join apartments number 10 and 11. LBC GRANTED
SE/10/01332: Coldharbour Farm, Coldharbour Road, Penshurst: Installation of 12x6m swimming pool in garden. Existing outbuilding as pump house, erection of Alitex traditional glasshouse 4×2.6m in vegetable plot. REFUSED
SE/10/00868: The Grove Cottage, Grove Road, Penshurst: Erection of stone wall to front boundary. REFUSED
SE/10/01482: The Haven, Chafford Lane, Fordcombe: Erection of double open fronted oak framed garage. GRANTED

a. The Bottle House: Letter requesting permission to introduce gate for emergency access in corner of rear fence. Visit to be arranged to discuss
b. Penshurst Primary School: Information on improvements to toilets/cloakrooms, library and entrance with invitation for PC members to visit to see intended work. Councillors would arrange to visit to see the proposed project.
c. KCC: Formal Notice of the Preparation of KCC’s Minerals and Waste Core Strategy. Regulation 25’ ‘Issues’ Consultation – Commencing 24 September 2010
d. Kent Highways Services: Advice of main pipework replacement from Colliersland Bridge to Brooklands Farm Close
e. KPG: Letter received accepting PC’s offer to nominate sites for evaluation for affordable housing, contents advised to SDC. Clerk to acknowledge and request any sites identified be advised to PC by January 2011 for submission to SDC/WKHA.

9. ANY OTHER BUSINESS:
a. Neighbourhood Watch: Chairman confirmed that the only problem reported recently had been the theft of four car wheels from a vehicle parked along The Lane, Fordcombe.
b. Dog Fouling: This problem had been noticeable along the approach road to the Warren.
c. Rectory Hedge: This had recently been cut but had made little or no difference to the width and overhang which restricted space for pedestrians to walk safely in the area.
d. Ice Sign: Cllr Mrs Broad provided the clerk with information for submission to highways in support of the request for a road sign to indicate icy conditions along New Road.
